Make the crust, by combining flour, sugar and salt in a medium bowl.
Add butter and crumble into flour mixture until completely blended.
Form into ball adding water 1 tbsp at a time only as needed to form a solid dough.
Roll out dough and cut into circles with 6 inch diameter.
Use dough circles to line the individual holes of an ungreased mini muffin pan to form individual crusts.
Mix apples, sugar and cinnamon in a bowl to create the filling. Spoon into individual crusts about 3/4 of the way full.
Mix flour, sugar and oatmeal in small bowl. Add melted butter and combine to form streudel topping. Sprinkle on individual pies.
Bake at 425° for 10-12 minutes or until topping starts to brown
