Preheat oven to 400°, and spray a large baking dish with non-stick spray.
Prepare your peaches, then stir the sugars, spices, lemon juice and cornstarch together in a bowl. Sprinkle sugar mixture over peaches and gently fold to coat peaches. Place the baking dish with peach mixture in preheated oven for about 10 min to melt sugars.
While that's baking prepare the cobbler mixture in a large bowl. Stir all the dry cobbler topping ingredients together, then cut in cold, diced butter with a pastry blender or fork until it is like coarse meal. Stir in the VERY hot water, and blend until just combined.
Remove peaches from oven and drop cobbler mixture by spoonfuls over peaches until covered.
Sprinkle the chopped pecans over cobbler mixture, then sprinkle sugar over pecans.
Bake in oven on a baking sheet, to catch any juices that may bubble over, for 30 min until topping is golden brown. Check often to make sure pecans aren't getting too toasted.
Serve warm or cold with ice cream.
